On April 6, 2013, Town Meeting representatives voted to approve a new Save Money And Reduce Trash (SMART) curbside and transfer station Pay-As-You-Throw (PAYT) trash program. The program, which became fully operational January 2, 2014, offers residents the choice of continuing to dispose of their trash at the Manomet Transfer Station or joining the new automated curbside collection service with single stream recycling.

As of July 1, 2013, residents must place all their trash in the Plymouth official orange trash bags before disposing at the transfer station.  Trash not placed in the designated orange bags will not be accepted.  As of January 2, 2014, residents choosing curbside pickup services must also use the official orange trash bags.

The Plymouth orange trash bags are conveniently available in the following sizes and quantities at retail outlets throughout Plymouth:

  • Small, 15-gallon PAYT bags are sold in packages of 8.
  • Large, 30-gallon PAYT bags are sold in packages of 5.

Each package is $6.25, and no sales tax will be charged.

The PAYT bags are for solid waste only and not recyclable items.  The PAYT program will allow the Town of Plymouth to significantly increase recycling and reduce the amount of trash it pays to dispose of, considerably reducing the cost of this service to residents. It will also create a far more fair and efficient trash collection program for everyone.  Residents who recycle will no longer subsidize trash collection for their neighbors-who may not recycle. 

Remember, by recycling more you'll produce less trash, which means you'll use fewer trash bags. The SMART PAYT program lets you take control of your waste disposal costs!

Where do I buy the bags?


Plymouth's official PAYT bags are available in the following sizes and quantities.  Each package is $6.25 and no sales tax will be charged.

Trash Collection Rules and Guidelines


All regular household trash should be bagged only in the ORANGE PAYT bags before being disposed of at the transfer station as of July 1, 2013. No exceptions will be made.

As of January 2, 2014, those who choose curbside collection must also use PAYT bags before placing trash in their 65-gallon trash cart. Items not in designated bags or outside of the cart will NOT be collected.

Do not place the following items in the trash cart: 

  • Recyclable plastic, glass, or metal
  • Yard waste
  • Dirt, sod, concrete, or rock
  • Construction/demolition debris
  • Household hazardous waste
  • Hot ashes or flammable materials such as oil, gas, or paint

Note: Before throwing away cans of latex paint, please open the cans, and then bag and dispose of any paint in municipal trash.  Please completely dry out the empty can before throwing away. Please, no oil-based paints. Safely store oil-based paints and dispose of them at the spring or fall Town Household Hazardous Waste Day event.

What can I recycle?


YOU DO NOT NEED TO USE THE ORANGE BAGS FOR RECYCLING!

By January, 2014, all residents who choose curbside collection will receive, free of charge, a blue 95-gallon wheeled cart with an orange top.  You may place all of your recyclable items neatly into these single stream recycling carts (no sorting necessary!) and then place the cart at the curb every other week.

Recycling will reduce your cost; the more you recycle, the less trash you have to put into the PAYT bags, and the more money you'll save.

The following is information about what may be placed in the recycling cart. Remember, the more you recycle, the more you save!

Here is a list of the items you can recycle, either at the transfer station or, as part of the curbside program, in the recycling cart:

In the cardboard category,

• Please, corrugated cardboard only

• Please flatten all boxes

• With pizza boxes, lids only (as long as they're not greasy)

In the newspaper category,

• All newspapers & inserts are accepted

In the mixed paper category, the following is accepted:

• Magazines & Catalogs

• Paperboard (cereal boxes, paper towel rolls, etc.)

• Soft cover books

• Office paper

• Shredded paper (in a paper bag)

• Junk mail

• Phone books

• Brown Bags

• Staples, paperclips, spirals, & plastic envelope windows are OK

• Please, no soiled or waxed-, foil or plastic-coated paper

In the commingled containers category, the following is accepted:

• Glass bottles and jars (any color, but please, no ceramics, window glass, light bulbs, or pyrex)

• Rigid plastics with all numbers from 1 to 7 in the triangle (no styrofoam or plastic bags)

• Steel, tin, and aluminum cans

• Cartons and juice boxes

• Clean aluminum pie plates, trays, and foil

• Please remember to rinse all commingled containers-and labels are OK

All items above are accepted at the transfer station or, as part of the curbside program, in the recycling cart, from eligible persons with valid permits.

How do I contact Plymouth DPW?

Should I bag my trash?
YES. Bagging your trash will be required, as of July 1, 2013.
Is there a limit to the amount of materials I can recycle?
No. The Town encourages residents to recycle as much as they can. The more you recycle, the fewer bags you will need to purchase and the more money you save.
What is SMART/PAYT?
“SMART” stands for Save-Money-And-Reduce-Trash. The SMART/Pay-As-You-Throw system is one in which residents pay a basic fee to cover the fixed costs of trash management and then a user fee for the amount used—much like the way we use and pay for electricity, water, or gas. Plymouth’s SMART/PAYT program is based on a pay-per-bag basis.
How does SMART/PAYT work?
You buy orange, Town-approved bags at stores where you usually shop. You put your trash in these bags and bring them to the Transfer Station to dispose of. Those who chose curbside collection must also use these Town-approved bags to place trash in their 65-gallon trash cart.
Why is SMART/PAYT good for Plymouth?
It is more equitable. Previously, every household, regardless of size, paid the same fee. Under SMART/PAYT, people who generate less trash pay less by using fewer bags. It reminds people to recycle more, lowering the amount of trash thrown away and reducing the Town's trash disposal costs.
What about large families?
If large families buy more than smaller families, they will have more to throw away and will have to buy more trash bags. The SMART/PAYT program will give them a chance and a new incentive to lower their costs by recycling everything they can. The present flat fee system doesn't offer any choice or incentive to recycle. In SMART/PAYT towns, residents have reduced their trash tonnage by 25%-40% by recycling more, composting more, donating more and buying more wisely.
Will I still need to pay an Annual Trash Fee?
Yes. All residents utilizing Town of Plymouth solid waste services will pay an annual fee. This fee varies depending on the selected program. Fees are discounted for those who pay by the end of July 2013. Programs A, B and C will utilize the three operating transfer stations from July 2013 through the end of December 2013 using SMART/PAYT bags for all trash.
Where can I purchase recycling and yard waste permits?
Annual recycling and yard waste permits are available at the Plymouth Town Hall for $10.00 each.
